Impoverished, poorly maintained or altogther neglected neighborhoods - not necessarily at the fault of residents - are havens for rats. In Kansas City an infant was attacked by rats while sleeping in a crib. City officials and experts outline solutions including mandatory laws requiring property owners to provide tight lids for trash bins and stiffer penalties for open trash to thwart rat infestation. But in many urban and impoverished communities in the nation, the most property owners do is collect rent. New York City is notorious for neglectful property owners in impoverished communities.
